Rissa A. Stuart is a partner in KSC. Her concentration is in general civil litigation with extensive experience in state, federal and appellate courts. She is a strong client advocate with excellent experience representing plaintiffs and defendants. Rissa is admitted to practice before all courts in the state of California, the United States District Court, including the Eastern, Central, Southern and Northern Districts of California, and the Ninth Circuit Court of Appeals.
Rissa received a Bachelor of Arts degree in Psychology from the University of California, Los Angeles in 1982, and received her Juris Doctor Degree with High Honors from San Joaquin College of Law in 1993. She was admitted to the California Bar in 1993. While attending law school, she was Editor-in-Chief of the San Joaquin College of Law, Agricultural Law Review and an extern to the Honorable William Stone, Associate Justice, California Court of Appeals, Fifth Appellate District, from 1993-1994.
Rissa is recognized as a Northern California Super Lawyer. She served as a Judge Pro Tem at the Kings County Superior Court, 2017-2019. She is a member of the California State Bar Association, American Bar Association, Kings County Bar Association, and the San Joaquin Valley Association of Business Trial Lawyers where she was Chapter President for two years in 2016 and 2017 and remains on the Board. Rissa is an active member of the Rotary Club of Hanford Sunset, a service club with a focus on local education and youth projects. During her Rotary presidencies (2006-2007 and 2021-2022), she was selected as the Outstanding President in the District and the club was the Outstanding Club in the District of 57 clubs.

Arbitrated a contractual dispute regarding land acquisition and development costs resulting in an award to her client of $1.48 million, plus attorney fees and costs.
Successfully defended against numerous citizen suits challenging actions taken by the City of Hanford and the City of Kingsburg related to land development, CEQA, land use, zoning and/or LAFCO, at the state and appellate level.
Business litigation in state and federal courts involving contractual disputes, negligence, unfair competition, trade secret and a myriad of other issues.
Successfully defended a City of Hanford zoning ordinance regulating business location in the Superior Court and ultimately prevailed in the California Supreme Court.
Plaintiff personal injury and wrongful death matters resolved favorably for clients through settlement, mediation or trial.
Rissa regularly represents public and private employers and individual employees in a variety of labor and employment issues, including, but not limited to wage and hour claims, defense of class action suits, Fair Employment and Housing Act administrative claims, discrimination, sexual harassment, Family Medical Leave Act (FMLA), and Americans with Disability Act (ADA) issues, and labor negotiations. She also provides employment law services to prevent litigation, including preparation and presentation of employee handbooks, policy and procedures and employer/employee training.
